It's Sunday and I just started this ad and I have agreed to the policy and added my billing info and I have even been charged. But my account keeps saying it isn't active because I haven't added my billing info? When I go to help it just does not help.

Does this message create you suplementary problems, like your ads not receiving impressions or you can ignore it ?
Wait for some time it takes usually 1-5 days for updation.
