"An error has occurred.Dismiss" message on billing preference
A "red bar" message/ notification "An error has occurred. Dismiss" shows after i tick "agree to the above Terms and Conditions." and click "submit and activeate my account ". And redirect me to the setting page of Billing preference.
I choose the Manual payments, and not only one of my customers have this issue.

One work around could be that you try to change the payment method to automatic and see if you still get that error message or not.
I hope you have tried all the basic steps like clearing cache, cookies and all; trying on another computer, using a different browser and preferably Google Chrome etc...
