Without looking in your account it will be difficult to determine what has happened. The best thing you can do is continue to try and get through to AdWords support.
Your Customer ID is a 10 digit number (xxx-xxx-xxxx) and can be found in the top right corner of your acocunt. When you call up it will ask for this number; just use the numbers on your keypad and you should be put through. There are 5 options when calling up (I think) and there is an option specifically for billing, this is the one you obviously need.
Hmmm... That's odd. I wouldn't have thought that it being a new acocunt would effect the phone system's ability to recognise your customer ID... That's just a guess though.
Maybe try one of the other contact methods.
Alternatively one of the other members may be able to pass this on to a specialist team? I have seen this being mentioned for other issues.
