Once a campaign is paused, charges will stop accumulating but it can take 24-48 hours for the charges already incurred to be posted to the account.
If you feel you were billed in error, you need to reach out to Google directly. This is an account-specific issue that we can't resolve here on the forum. You can use the Help link in your AdWords campaign (upper right-hand corner of the screen) to navigate through the Help system.
