In AdWords if you are advertising in the search network you bid on keywords. Some industries are more expensive than other such as insurance, lawyers, doctors etc.
The key is to find long tail keywords which will produce effective results such as "DUI lawyer miami 10 years experience" or "pediatrics dentist in downtown san diego". You may want to monitor the placement of your keywords. You can view the average position in the keywords tab. An average position of 1 in AdWords is not always effective, this can mean you are over spending.
Lastly check your quality score for keywords and campaigns weighted quality score. Quailty score is a big factor in helping to lower your costs.
