Probably not wise to put your customer ID online.
Ad far as the error you are seeing you simply need to:
- Sign into the AdWords interface
- On the top there is a section that says "Billing" click this
- Fill in your billing information
You should be good to go. If you have already done this and you are still receiving this error, it is probably best to give the AdWords team a call they are always extremly helpful!
