account suspended because your billing information

Hi,

I have received this email in regards to appeal i've requested to reinstate my account from suspension.

 

"

Thanks for your continued patience during this process. Our specialists have re-reviewed the account and confirmed that it is in violation of our AdWords policies. Since this decision is final, the account will not be reinstated. Please avoid creating additional AdWords accounts, as they will be subjected to the same suspension.

Our support team will not be able to give you any more specifics on the suspension."

Does it mean that I've been permanently suspended and can't use Adwords anymore?
I have sent another the appeal form, but it's been almost 2 weeks, i haven't got any respond.
 
Possibly reason why google has suspended my account is because
- Violated coupon policy,. (As new user, i was not aware that is prohibited to use multiple coupons to advertise, even i've been always paying the "first spend $25" and only use "new account" as required and stated on the coupon terms.)
- Billing information can't be verified. ( this is incorrect, i've been always entered correct payment sources, either bank account for direct debt, or credit card, and all spent adwords cost are successfully debited by their partner Arvato Financial Services Limited.)
- Website doesn't meet terms or google policy (I doubt this, since all terms and conditions, refund and return policy clearly informed on the site, and none of products are prohibited)
 
Hopefully i will receive a clear answer about the suspension, and can use my account again to advertise.

Unfortunately, we don't have access to your account details here on the community forum. The only people who can give you answers to this are AdWords support by phone or email. However, if they say that they cannot provide any more information and they say that their decision is final (especially after a review), they mean it.

unfortunately, there's nothing more that can be done.

The same issue happened to me also kindly help me over it also as our same billing details are working perfect for adcenter campaigns & i had also filled review form but still issue is not resolved.Kindly help me.
