What does "Campaign Budget" really mean?
I'm interested in setting up some ads for my Youtube videos and I was just wondering if "Campaign Budget" sets the limit to how much I'll be charged or if there are additional fees.
Can anyone clear that up for me.

The way to think of it is that the program shows your ads for a month and then at the end of the month, you pay for whatever clicks the ads received, up to the limit of your monthly campaign budget. (Note that changing your budget during the money may mean that you spend up to the maximum of whichever budget you set that was highest.)
If you decide to stop advertising, you need to pause your campaigns and be prepared to pay for however many clicks they received until that time.
So, yes, as long as you have approved ads in an active campaign, your AdWords account is likely to continue incurring costs.
