I keep trying to start  but it tells me I need to enter billing info. Of course, it's there.

I can't help but wonder if Google deliberately builds this system as difficult and cumbersome as possible to make work for their "experts"

Have you ever been able to enter the billing info? Or has the problem occurred recently? If the problem is new, have you tried running your Adwords account on a different internet browser? I would like to assure that Adwords has been designed to work as easily as possible across the different user platforms.
