Restore Suspended account

It almost two years I have been filing appeal for my adwords account suspension to be reviewed but no success. I have spent time calling Google support phone and sending email, but all I get is a template reply.
To the best of my knowledge here is my account of what had happened, while I have not yet heard the true view of the reason for my suspension.
I have an adwords account I use for my personal business, and under which I have a few campaign on it.
Then, In November 2012, I got a client who ask me to manager their online ads.

I felt I need to handle the clients business transparently and be able to allow the client have access to what goes on with his campaign. So we both created a fresh gmail account for the client and then a new Adwords account. The client does not have a credit card, but gave me cash for his ads budget of $500 just for a start.
After setting up the clients adwords account Then I used my own card to fund this account upfront with the same credit card I uses on my personal account with the some of $500.

Just immediately few of the adgroup for search started running, the adwords team immediately flagged this new account and did suspend it. It took several days of trouble shooting until a member of the adwords team discovered this problem and recommended I cancel this new account and request for the refund of the deposit.

In the meantime, my client was anxious as to why the campaign has never started and I was behind schedule. I resorted back to my own adwords. I used my adwords to continue my client campaigns and the requested for the $500 refunded. Under this campaign I was able to pay up first few campaign bill. Unfortunately, my credit card expired the next month of December 2012.

I got the Google refund by January 2013. I also got a renew of credit card in January 2013.

But unfortunately, Google have blacklisted my card (the very card I used for the campaign) which my bank renewed by just extending the expiry date.

Following the blacklist of my card, and based on the advise of a Google support staff, I had to change my card. I migrated from a VISA card to Mastercard.

At this time, my campaign outstanding invoice is now a little above $400 overdue.

All my effort to settle the payment with all new credit cards I have tried, I get an error message "technical problem"

Last week June 2014, I have been talking with Adwords phone support, I was advise to fill the appeal for review form again, and attached evidence that I own the cards.
Well I have done this as requested, there was no room for adding attachment of documents, but I added a link to a dropbox folder where i kept image copy of my 3 cards and bank statement pdf.

It is really frustrating, I need to get my account back, please help me

Hey.

The account suspension may be final for that domain.

According to me, Since you have made an effort to completely comply with all of Google's Policies, you could try afresh with a new domain name. Use a company credit card for your payment.

Please do this only if you comply with all of Google's policies.

Please share the domain in question which you were advertising when the suspension occurred.

The domain in question was a start-up eCommerce website http://worldmartafrica.com/
Unfortunately, the company has closed this arm of business, and I just checked the domian is on sales and will probably be expensive

On the order hand, this is the error message on my adwords
"Your account is suspended - We've identified suspicious behaviour in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts. "

After reading through many post, I started check all the gmail I had ever operated, I found out I still have one gmail account, under which I have an adwords account I operated in April 2010, This, just like in the one I jointly created with my client, I have a ($100) credit unspent. Infact this account is in good shape. My credit card information on this account is expired, I just updated the card and immediately I got $1 debt alert from my bank.

Then, this very card I just used, when I tried it on my suspended adwords account, but I got a technical error message.
"We couldn't process your payment of $100.00. Due to a system error or scheduled maintenance, we couldn't process your payment. Please try again later, or contact support.


Please is it against any policy to pay google upfront?, do I request for the refund on the $100 on this 2010 account or have it closed too?

I belief if there is a policy violation, the will be a message in red stating policy non compliance. But
this is the message I have
"Your account is suspended - We've identified suspicious behaviour in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts. "

I asked Google's specialist for another review of case. This might take a while, please be patient.

If there anyone here who understand Adwords Policy, I am willing to have him or me create a temporary MCC, I will add all my google Adwords account to it, so the person can look into this policy cliché for me. There are so many policies and Its hard to understand why the Googler wouldn't advice their customer appropriately.

"Thanks for your continued patience during this process. Our specialists have re-reviewed the account and confirmed that it is in violation of our AdWords policies. Since this decision is final, the account will not be reinstated. Please avoid creating additional AdWords accounts, as they will be subjected to the same suspension.

Our support team will not be able to give you any more specifics on the suspension.

We appreciate your understanding and cooperation.

Kind Regards"

Oh... This is new.... You did not include that in your initial post.

The account was reviewed again, and as the email indicates, the decision is final. The account is suspended, and you cannot advertise with Google.
