Received 0 click, but budget runs out

My ads were scheduled from 9:00 am EST, only showed in a very very short time, and I received no clicks, but the talk bubble says "Your ad isn't showing because your budget has run out."

What's the matter? Pls help me. Thanks a lot.

Check Your Bid Setting:

 

If CPC is choose that means google charged for Click Not for impression 

 

If CPM is choose that means google charged for Impression Not for Click.

 

Maybe you select CPM.

 

And Give more details like which network your choose Search or Display

I also have the same problem and I have CPC (i don't think i even can change that).. so I do have money , Campaign is Eligible, Ads are Approved, Keywords enabled, ..show Total  Impressions = 0 , Clicks = 0
and still got the message: Your ad isn't showing because your budget has run out.

which network you choose to run ,(search,display,etc).
1. check your target location setting.
2. When startup new camp you should bid higher than google suggested bid.

and also provide screenshot of your history setting
