My account is suspended - We haven't received payment for your advertising costs

I have two adwords accounts: one for my personal use and i've just created another one for my company use. Both are using my Visa Debit Card information.
Today, i got message "My account is suspended - We haven't received payment for your advertising costs..." in my second account (the new one) - even I did make a payment and my ads haven't run.
Please help me if you know how to solve this issue.
It's very urgent to me.

Unfortunately, we don't have access to your account here on the community. To resolve suspensions and billing issues, you'll have to contact AdWords by phone, email or live chat using the links in the header.
