Missing billing information keeps ads from running

I get a message in an account saying that the account isn't active because the billing info hasn't been added. But the client has added the billing information. Is this because Google has to verify the info? How long will that take? This is in Norway.

Hello Marte; welcome;

Google does verify the credit card details to make sure it is a valid, by sending a 1 USD  charge request (Not a real charge - a charge request). This is done, immediately , upon "typing in" credit card details:"

The billing  information must be a credit card  from  those accepted in Norway
