I have stupidly paid twice - can I retract one of the amounts. Also, find billing confusing!

I understand your frustration. However, billing /payment issues are account specifics. Since we do not have access to the account we cannot help with that.

I was told by the Bank to get in touch with Adwords to ask for a credit but Adwords said the same thing - get in touch with the Bank. I have since cancelled my Adwords account (for other reasons I might add) and they without a problem said they will credit my account in 2 weeks time. Quite happy with the end result. Thank you.
