If you're receiving charges for AdWords but didn't set up an account, I'd first of all check if anyone else has or has had access to your credit card at any stage (this can sometimes happen with company credit cards?) to check if anyone else used your credit card to set this up.
Also, I'd check your credit card report as this can sometimes show the 10 digit customer ID number of the account involved, then you would be able to contact AdWords support directly to try and resolve the issue. Alternatively you could contact your credit card provider and cancel future payments to AdWords, which would at least resolve the financial aspect of this.
