How to issue a refund "bank declined the transaction and money is on hold"

Hello,

I made two transactions but my bank declined them and the total amount is on hold. Google didn't withdraw money because my bank doesn't allow that and bank can't get my money back as it's on hold and it's not in my bank account balance. How can I issue a refund to make google release that on hold money  and return it to my bank account? How to contact google to issue such a refund?

Hi,

I don't want to cancel my account and the refund form included is for cancelled accounts or bank transfers. I paid via Master Card and need to contact google support to keep my account active but release the money on hold because the bank has declined the  transaction.
