Hello . Need help on billing . To speak to someone in Singapore

Wonder whether you have a local number to speak to someone immediately.
We have problem accessing the monthly billings and would appreciate to know why.
Previous months statement were in good order showing the details for 2012
Starting 2013 - the details were not reflected ... strange ..
Now checking for to date amount ... it becomes zero ... stranger
Prefer to speak to someone which is clearer to explain best ... please .. a number to call??
