I applied Geo-targeting to my campaign. It is supposed to only send users from London. However Google's own tracking software analytics clearly shows that users via the adwords campaign are coming from other places besides London.


Where does the error lie with adwords or analytics? If with adwords why is the geo-targeting not working approapriately and how can I go about being refunded for those clicks outside of the geographical location I targeted.

In advanced location settings check "People in your targeted location". (The default is "People in, searching for, or viewing pages about your targeted location" - that is the probable reason you are getting  clicks from users outside London)
