Eligible status with inactive account warning

Hello, I just started my first campaign. In my Campaign Page, the status says "eligible" which should mean all is fine, active, and working. However, I keep getting the following message at the top of the page, in red:


"Your account isn't active because you haven't entered your billing information. 
To activate your account and start running your ads, enter your billing informationLearn how."
All my billing intormation was entered as it shows on both links above. What's going on? Is my add running or not? Why does Google think they don't have my billing info? Is my credit card being charged while I'm receiving no service?
