Double charged and my Adwords Express account turned off due to "non-payment"!!

I recently received an email regarding my Adwords Express account. It said the charge didn't go through and they would try again tomorrow. If the 2nd attempt doesn't go through they will turn my ad off due to non-payment.To my surprise they were successful in charging my credit card TWICE and still turned off my ad! And in order to get a refund I have to cancel my account! Now who is going to pay me for lost revenues due to my add being shut down?
