Credit is not being applied to my account.[ Edited ]

I have outstanding credit showing in my account, but it is not being applied to my outstanding invoices. I have tried to contact the Collections APAC team in India by email, but there is no reply at all. I am not sure how to contact Google, and get someone to reply to my questions.
Please advise how to get billing support for my account.
I have not posted my MCC id or other details here yet. But if it is secure, I can provide the information. Let me know what information you need. Thanks.
