Changing billing info

Since AdWords declines my credit (bank) card--current and perfectly good with a good balance--which is the only card I use, how do I cancel my account? The websites associated with the account are inactive at this time.

Please note, that technically an account is not deleted from Google's records, and can be reopened / reactivated in the future, should you change your mind, and decide to advertise  with Google again.
