I got emailed from google saying that my ad word payment had been declined. I've logged in to try and resolve it but when I click on the gear symbol, I don't have an option for billing. I can't work out how to contact Google about this- can anyone help please??

Please refer link below for declined payment.

You need to contact your bank and see why payment declined. Next I am able to see billing option under gear icon. Can you please check again and if possible can you show us screenshot. We do see red color warning about payment decline as well when we open AdWords campaigns. These warnings usually includes "Fix it" & "Learn More" links.
