Account under review and suspected fraud clicks

Dear All am having problem of under review for billing on some accounts yet other accounts are running fine, one other problem is that my ads are local targeted but i receive a high volume of paid clicks from Netherlands yet am not marketing there. could these be fraud clicks?

 

I recently changed my billing address from my bank then i updated the google accounts billing address as well, could this be the reason?

For Billing, I would suggest asking AdWords support on how long it will be under review as you said. https://support.google.com/adwords/answer/8206?hl=en&hlrm=en

 

For fraud or invalid clicks, I am not sure how have you set the location targeting settings in your account. In case, it is default and you are not using the advanced settings, chances are that if someone outside your target area shows interest in your location, your ad could appear. Try implementing the advanced location targeting if you want. More details here: https://support.google.com/adwords/answer/1722038?hl=en

 

Also Google does have sophisticated tools and techniques to keep track of the unwanted clicks and prevent it. Read more on how Google prevents it here: http://www.google.com/ads/adtrafficquality/invalid-click-protection.html
