Account suspended for Billing verification, then policy

Like many other new comers to Ad Words it looks like I have run into a major glitch.

 

I opened my account added my billing and started setting up campaigns for two sites, a main one for my company and one to be launched next month that is a small shop my gf is opening.

 

I get an email roughly 3 days after opening the account. All my campaigns are paused and never ran. The first email I received was referencing the typical Billing information can not be verified. Though I see that $1.00 verification charge on my bank statement, so how did they not verify it? Then after the verify billing email, they said it was due to policy violation. Both sites are typical sites, no crazy keywords were being chosen.

 

The only thing I can think of is that the one store that I was just testing Ad Words out with and getting use to the tools, the domain is purchased but there is no site up as of yet as there will not be one up until official launch day. What I was hoping for this campaign was to be able to set it up and have it waiting for the official launch day then turn on the advertising for it.

The other site has a web page up and a couple pages, but its going to be relaunching with a new site and new services being offered. My campaigns I was setting up for this site reflect these changes that will be in the relaunch version. Again though the campaigns were paused and never turned on.

 

So can that be why I violated something? I read through the best I could everything I could find but I did not see any mention of preparing ads that will not run for a bit referencing things that will be released before the ads are turned on.

 

I want to comply and use Ad Words so what can I do now? I really want to get this squared away and learn from this mistake so as to not repeat it.

Please copy / paste here the suspension email received from Google;
Do not include any personal info (e.g. Email, CID...)

I got the same response when I contacted them through email. Not sure if they actually read our email. They are sending scripted emails without any explanation

the same thing has happened with lots of customers in India with in last 24 hours. I personally know around 15 person who are facing the same issue.

I received first email day yesterday in which they asked me to make necessary changes to my website www.igosol.com

I contacted Google represnetative Simran and she told me I need to include physical address on my website. I immediately added address and google map in contact us (http://www.igosol.com/contact-us/ ) webpage of my website. Every webpage on my website has non-disclaimer and packages details are available.
There was an issue at my hosting server end and my website went down for few hours. I immediately emailed to Simran as soon as I got response from hosting end. After 4 hours I received a new email which says my account has been suspended with following message
"Dear AdWords Advertiser,

We periodically review accounts for security purposes and to verify billing information. As a result of this review, your account and any related accounts have been suspended, and your ads are no longer running on Google. If you believe your account was suspended in error, please contact us through the AdWords Help Center.
"

I logged into my adword account and there was a message in top "Your Google AdWords account has been suspended because your billing information in this or a related account could not be verified"

I emailed them regarding this and their first response is given below

"We're sorry to hear that you're experiencing difficulties with your AdWords account.

We’d like to let you know that your account is currently under review and we’re prioritizing this over other issues you may have written to us about. This is from the first email I have received from them with in couple of minutes after submitting form.

I received a new email after an hour . It says"
Dear Advertiser, Thank you for your email.
