Account suspended and payment failed.

MY accounts has been suspended because of the violation of  policy and adwords support team answer me 'your account has been suspended because your billing information could not be verified', I have changed the billing address after suspension.  And adWords Support team note me 'our specialists identified suspicious behavior in the payment activity of this or your other AdWords accounts. ' I will wish to cancel the account. And I'd like to pay manually to make it easier but we are not able to make a payment message says Payment unsuccessful We couldn't process your payment Due to a system error or scheduled maintenance, we couldn't process your payment. Please try again later, or contact support if this problem continues.. This has been going on for days..... Is there any other way to fix this?

Hello,

 

If I understood correctly here, your account has been suspended due to billing issues. Your payment details or other features in your account will not be appended due to this.

 

Did you try filling up this form with as much details as possible so that AdWords support could investigate this at their end:
