Account Suspension after inputting billing information

Hi, I created AdWords Account few years ago, my intention was to get familiar with the features and learn how to use it, so i didn't put billing information at that time. I just decided to activate this account last week and put a valid billing information. Immediately afterwards, red banner appears and alerts that my account has been suspended because billing information could not be verified. 

I double check all the billing information, and found nothing wrong. I tried to contact AdWords support to clarify about the issue and received response that the decision is correct and final without any information what went wrong with my account. I also tried to add other credit card information but still no change.

Any suggestion to address this issue will be appreciated.

Hi, thanks for your reply. I did try to submit the suspension form 3 times and immediately receive automatic responses explaining that my account violate the term and conditions, no specific information what terms or conditions have been violated. Yesterday, I cross checked with my bank whether there is problem with my credit card. The bank confirmed there is no problem and even there are 3 successful charges from google (1 dollar each).
