with adwords, advertisers purchase advertising;
with adsence, publishers are paid to advertise.

Two sides of the same coin, two complementary parts of Google’s advertising program Smiley Happy With AdWords, you can show your ads on Google.com, Google Maps, and related websites within the Google Display Network (GDN). The GDN is a network of partners that allow Google to show ads on their domains (websites that run Google's ads-AdSense). AdSense is a free for website owners (publishers). Also, publishers earn money by displaying targeted Google ads on their websites (each time a visitor to their site clicks on an ad). AdWords enables you to create advertisements which will appear on GDN.
