what do I do to get my "eligible" ad to active state

I have the ad created, it is eligible as per the wording on the page and I have clicked "enable" how does it become active or is that automatic?????

Ads Marked as eligible are still under review process and as soon as review process is completed those will automatically change status to Approved, Approved (non-family), Approved (adult), Approved (limited) or Disapproved.
