Do I need my own website? Or can I advertise someone else's?

Interesting question, After doing some research I figured out it's actually possible. But what the purpose of advertising someone else website? If it's your business you should own the website.

But if you talking about advertising someone else "Business" there could be complication on this matter. the other party can take your ads off if you using their trademark or if you pretend to be them. However still I'm unclear about your intention here.

Google AdWords having strict policies and anything one advertise with AdWords should comply with the policies. Can you please elaborate what are you trying to advertise with AdWords? Are you a affiliate? Own a business?

With some information we can recommend. Advertising same website under two different adwords account comes under double serving policy when you are targeting same audience.

To add to Neha & Nisal's great responses, I've included some links below on affiliates and the different AdWords policies that they have. I also included a link to Google's Double Serving policy - Google will only show one Ad, per domain, per Keyword Search.
