I have started a nutrition education program to teach nutrition education to children and families through the use of workshops, online wellness groups, farmer market , supermarket tours and gardening for health.

What is the best way to reach my target audience consistently and successfully?

Well, that is a fairly broad question, and I would recommend you should start with setting up goals: do you want to raise awareness of your program, do you want people to purchase a product, do you want people to sign up for a newsletter, etc... Once you set up goals, you can create campaigns based around those goals.

Here is the Adwords training and certification exam, which is free. If you want to use Adwords (which can be very effective) then completing this training will allow you to set up your own campaigns and ads based on who you want to target. It also has helpful tools like the Keyword Planner, which shows search volume trends and cpc estimates. - https://support.google.com/partners/answer/3154326?hl=en
