"Low Search Volume" Keywords Yield Zero Impressions ?

I apologize in advance for the naive question. Today is my first day experimenting with AdWords.

 

My low-budget strategy was to set up a highly specific keyword. The keyword is actually a set of three words, rarely used in combination outside of my niche industry. The keyword may only receive a couple dozen hits nationwide per month but when there is a hit, I'd like my ad to be shown. The idea is that the keyword is so unique that very few people would conceivably outbid me for it.

 

Let's say my crazy keyword (hypothetically) is: radioactive milk cow 

 

Searching Google with Safari on this exact phrase turns up zero ads. I would've expected exactly one ad to show: mine. Where is it? Since no one else is outbidding me, shouldn't my ad show up?

 

Next question: If someone bids on a more generic keyword, say something like Milk Cow, will his ad be given priority over mine when someone searches on I Want to Buy a Radioactive Milk Cow?
