What is the difference beetween location extensions and regional - customized campaign targeting?

Hello,

 

These are 2 different things. The location extension extends your Ad with a line and a link to Google maps to where your business is located, is a supplementary piece of information in the space of the Ad for the searching users.

The location targeting narrows the impressions to locations if your choice.

Just to clarify , I know you are referring to this piece of information : https://support.google.com/adwords/answer/3344690?hl=en&rd=1  , but the option presented at step 7 is no longer available :

But what is the benefit of using this feature to target extensions to locations?
As explained here: https://support.google.com/adwords/answer/2914785?hl=en
Except for being able to in-/decrease bids, I can´t see any point with it...?

As far as I know, the system will show the adress to people who is close to the location (whatever close means, I don´t know about that) anyway. Considering that, I can´t see any other point in using this feature?
