keyword search results vs adwords CPC estimator

The Google keyword tool tells me that there are 27,400 Google searches per month for my 14 keywords. Yet when I set up a Google campaign for those very same keywords, the estimated traffic for those keywords is 0.8 - 1.1 per day at $3 max CPC and at $30 max CPC the estimated traffic is 1.6 - 2.0.

So do I therefore assume that only 1-2 people per day out of an average of 913 (27,400/30 days) people searching on these terms would click on an add?

Or am I misreading the information?

Google Traffic Estimator is not that accurate. Also i suggest you to not bid based on Google Traffic Estimator.
