this sounds like a new adwords-account --

or an account without billing information --

rather than a preexisting adwords-account.

 

if the adwords-account is new, then the the keyword-planner

cannot be used unless the adwords account is completed --

at one time, manual-payments allowed an account to be

set up without any credit information (this is no longer true).

 

either automatic-payments or monthly-invoicing is required;

both require a valid credit-card or valid line of payment --

basically, for new accounts, the keyword-planner-tool cannot be used

without a valid form of payment on-record, regardless of buying an ad.

 

the keyword-planner is now mainly for advertisers purchasing ads.

 

the keyword-tool external to adwords for simple research,

such as for a website, is no longer available; new accounts

cannot be completed without payment information even if

no ads are purchased or wanted.

Thanks, that is EXACTLY what I needed to know. Sounds like they were getting a lot more traffic just for keyword planning than for ads..Heaven help us if google would give anything for free. It might keep one of their shareholders from buying a toothpick that they desparatly need. I've been trying for two days to find this out. ALL of the youtube tutorials and ALL the advise forums are now useless. Adwords can't be used for keyword planning research...Thanks ...
