keyword planner - Negative keyword

I saw  "Negative Keywords" in Keywords Planner.  We do have "Exclude" in Keywords Planner.   So, what is the use of "Negative Keywords" if we already have "Exclude" option there.

 

I tried with some scenario to exclude one keyword by adding it to Negative Keywords first and then with Exclude.  I received the same result without that keyword I entered.

 

Why do we need to have two options for same functionality?  Or am I missing something?

I think the "exclude" list works like a temporary negative keyword list, only excluding keyword suggestions during a research.

 

The negative keyword text box allows you to add negative keywords directly to the campaign just like "positive" keywords, and the addition is valid after you stop the research, not only during the research. 

 

The main problem that I see is that those negative keywords are for campaign not ad groups and the keyword planner creates ad groups not campaigns.

 

They could have also provided an option to select negative keyword lists that are already defined in the library.
