keyword below 1st bid

We're using a grant for a nonprofit, so I have a limit on my bids. If my keyword is below first page bid estimate, does that mean it won;t show lower on the page?  or does that mean it won't show AT ALL?

It's more likely not to show on the first page of search results. Depends on the competition of the Keyword. Try adding more Keywords , a good Ad Copy & Landing Page. Once you get a good amount of CTR irrespective of your position & bid amount, there is higher chances of your ad appearing in first page & on top position
