In order to achieve a strong quality score, the most important factor is the relevance of the keywords. You want a tightly focused theme to each of your adgroups, so use only related keywords. If you find you have a very large number of keywords in your adgroup, that can be a sign that the adgroup is not as tightly focused as it should be. I agree with Devon,

 

You really need to keep related keywords in an adgroup so your Ads themselves can really target those specific keywords. There is no set number to adhere to, but just be mindful.
