how do you find out if a bidding term in banned on google search?

I've just picked up a client from elance who wants to promote e-cigarettes, the thing is I don't see any PPC ads on there what so ever.

 

I've got a feeling this is a banned keyword, how can I find out for sure? Is there a resource that will show me a list of banned keywords on google search?

Due to the legal regulations most tobacco related products, including e-cigarattes are indeed not allowed in AdWords.

Google doesn't allow the promotion of tobacco alternatives or cigarette alternatives, such as cigarettes that contain no tobacco and electronic cigarettes, even if promoted as an aid to quit smoking.
