In my experience, there is no reliable data for local search terms which include the city or locality name.  The best practice is to use nationwide or worldwide keyword data (without the locality name) and base your campaign design upon that. Then target your campaign to those keywords. You can estimate local search volume (very coarsely) by scaling the nationwide volume, in porportion to the local population.

 

Once your campaign is running, monitor search terms against keywords to discover what additional terms are being entered, and add those as keywords.  You may want to use phrase match or "modified broad match" keywords in your campaign, to see if people are searching with the city name appended, and add those search terms as keywords.
