I'm afraid I don't quite understand your question.

 

If you're talking about organic (nonpaid) search results, then whether or not you're using AdWords has no influence on whether or not your website appears on page one of the search results.

 

If you're talking about your ads not appearing on page one of the search results, then it's true that not all ads do appear there. Depending on your market and the competition, you may have to do quite a bit of editing and optimization to get your ads performing well enough to show up on page one.
