I am trying to set up my first ad, and I don't see a place I can choose specific languages... even after finishing choosing my settings. when I press the edit button I can't seem to find it any where, only the location is there

Kindly follow below steps:
Login to https://adwords.google.com
Go to campaign>> Settings>>Languages(just below the Location options (advanced)) >> Edit>> Then choose your required specific language >> Save
If you want to use Adwords Editor then follow below steps:

Welcome to the forum
I think you want to edit the language settings for your campaign. Let me know if that's not the case.
In order to choose the languages, go to campaign settings>> languages and choose the language which you want to target.
Now, this will be your default language while writing the text ads. So you don't get any option to change the language. It is always recommended that the language you choose in for campaign settings should be used to write the ads because while delivering ads, Google will not translate the language.
EDIT: @ Anchal, you are fast
Hope that helps!
