Hello,

Does a negative keyword in exact match block phrase search terms including the negative keyword?

An example would be if the negative keyword is [mens jackets], but the search term of 'mens jackets at bob's store'. The search term of mens jackets is too broad for my account, but if it is included in a phrase search term that includes my business i would like it to show on the SERP.

No, a negative exact keyword only blocks the search term identical to it, so you should be ok.
