How do I get this ID from Google or is this my Adwords Account ID?

Click on the "Tools and Analysis" tab and then select "Conversions"
Click on your conversion (Sale, lead, whatever you set up initially. It should be in blue).
Then select the "Code" tab.
Select "I make changes to the code"

 

You will then see your conversion tracking code. The conversion ID is the number that looks like this:

var google_conversion_id = 1111111111;

 

The conversion code is in red. Yours will be different.

there's a "tools" tab,  but no "Tools and Analysis" tab.

under tools, there is a tab called conversions, is this what you mean?

under conversions,  There's no "code" tab, or "I make changes...."

 

that's what i hate most about adwords, it's impossible to find an answer to almost anything.
