Amber,

Use the Ad Preview Tool, to see how your ad compares to your competition. One reason a CTR could be lower is Your competition has a better USP ( Unique Selling Proposition)
Are they using better ad copy, more extensions, etc?

or
Are the impressions about the same? if impressions are down, the CTR could be less. How many clicks are you getting. But the true question should be. Are you getting conversions?

Check the Impression Share Rank,

Look at
Search Impr. share
Search Exact match IS
Search Lost IS (rank)
CTR is clicks / Impression.
