Lee,
Basically NO - One individual can only be linked to ONE Company, you can change affiliation at anytime. You can work with whomever you wish but your "Credentials" only can be affiliated to one company. There is nothing stopping you from Affiliating with any company. The benefit is to the company to have your credential of passing the exams on their roster, or towards them fulfilling the TEST requirements to become a Google Partner

Google Partner is set up in basically for Companies that meet certain requirements of Certification, Ad Spend, and Best Practices qualify and earn the GOOGLE PARTNERS BADGE.
An individual can meet the requirements and be considered a "Company" and gain Google Partner status by gaining the Badge.

Individuals who receive certification but are not considered Google Partners unless they meet the other requirements of Best Practices (from their linked MCC account) and Ad Spend levels.

An individual can Affiliate with only one company to help that company meet the test credential requirements.

An Individual can work with who ever they wish, but can only affiliate their credentials of passing the required exams to ONE Company.

Based on my experience you could link your individual profile only to one agency.,
