There's no minimum for CPC , it's up to you, but keep in mind , if you are going to lower the bid too much, you may lose competition and miss some clicks and impressions.

There's no recommended bid that works with everyone, the right bid for you depend on the cost of your keywords, the campaign you are running and your profit. Use Google tool to get estimates bid based on your advertise goals and once your ads have been running for awhile you can start evaluating which keywords, locations, times, and devices are leading to great sales, you can adjust your bids accordingly.

To add to Ahmed's answer, while there isn't a minimum bid, there are First Page Bid Estimates (estimates for you what you'll have to bid to appear on the first page) and Top of Page Estimates (what you'll have to bid to appear at the top of the page). These estimates are based on your Quality Scores and the competition in the Keyword Auctions.

6. Select Apply

There are minimum amounts of biding specified for each country/currency here :

For example for India the minimum CPC bid is 0.01 INR which is less than 0.01 $

 

For Search campaigns however the AdWords interface will provide you with some Estimated Metrics such as "First page bid estimate" , and if your bid is below this, you tend to obtain extremely few impressions. More details here : https://support.google.com/adwords/answer/105665?hl=en
