The reps were correct. Those are statistical estimates. And like any  other statistical metric, it  has a margin of error that could be broad. Matching your  max CPC to the estimates does not  gatartee a position or paying the estimate.  Other factors are playing a role during the auction: mainly your QS and the ad rank of your competitors., and the result of every auction could vary.

Do remember - this is the auction based system. Your score is relative to other advertisers  (bidding on the same keyword). So, "bidding on the average" does  not necessarily result in a win or paying the average.
