Will conversion tracking code double count if page reload?

If I put my conversion tracking code on a payment thank you page and feed google_conversion_value with a dynamic value, will this get double counted if user reload the thank you page?

 

Also, is there a better way to track PayPal / WorldPay payment conversions in case the user don't go to the thankyou page for some reason (although payment is completed)

For your second question

What I have done is i have used last URL that comes when the transaction done as the conversation tracker page. So use a page that user redirect after the transaction being completed.

Hello,

 

As per my understanding, if you are injecting the values dynamically, then a simple reload of thanks page shouldn't be counted as multiple conversions. Rather, when the user actually completes the cycle after adding the product and going through all the cycle till check out success page, should be counted as conversion.
