Choosing Search or Display network would be based on your objective. Search network is meant for 'direct response' advertising, where in you're looking for clicks & conversions. Display Network is more for 'Branding' to reach most number of people and create an awareness. Search Network ads (text) are shown on Google and search partners when users search for a product/service, where as display ads (images & text) are shown on Display Network websites (like timesnow for instance). So the bottom line is - if you're looking for direct response, Search Network is the option you'll have to select.
Also, as you have three services in the website, I'd suggest creating one ad group per service. You can also go for one campaign per service, in case you want to allocate a dedicated budget. I'd recommend reading best practices here.
